Security Operations for "High-Risk" Chemical Facilities

May 2011 - The Department of Homeland Security Appropriations Act of 2007's regulatory statute known as Chemical Facility Anti-Terrorism Standards (CFATS) required "high-risk" chemical facilities to enhance security and establish new procedures for protecting chemical facility security information. "Covered facilities" subject to regulation are any businesses or facilities involved in the manufacturing, processing, usage, and storage of 300 plus agents identified as "Chemicals Of Interest" (COI) by DHS (COIs can be found in the DHS Federal Register). Industries affected by this regulation include:

  • Chemical manufacturing, storage, and distribution
  • energy & utilities
  • agriculture & food
  • pharmaceuticals
  • healthcare
  • paints & coatings
  • paper mills
  • plastics
  • electronics
  • higher education (research facilities)
  • explosives
  • mining

A new category of Sensitive But Unclassified (SBU) information that protects security-related information was established to safeguard critical data i.e. Security Vulnerability Assessments (SVAs), Site Security Plans (SSPs), Alternate Security Plans (ASPs), Inspection and Audit Findings, etc, as enumerated by 6 CFR 27.400(b). This information known as Chemical-Terrorism Vulnerability Information (CVI) is only accessible to "authorized users" with a "need-to-know". VendTech's certification from DHS Office of Infrastructure Protection as a CVI Authorized User enables our firm to employ our advisory services to these specific industry clients. With keen knowledge of necessary procedures, protocols, and practices, our firm is qualified to review your sensitive natured information. VendTech can aid your chemical facility's safety and security management team in isolating hazards, developing sound site security plans and strengthening your compliance with CFATS requirements.
